The statewide grand list CD-ROM is available free of charge from PVR (Property Valuation and Review).  The statewide data for any given year is usually made available in February of the following year. For example, currently the 2021 grand list data is the most recent available; 2022 data should be released in February. Requestors are asked to submit the following form: https://tax.vermont.gov/municipal-officials/data-request
